Job Summary
The Budget Manager manages the day-to-day financial operations of the F&A Budget Office and provides support to the Vice President of Finance & Administration (VPFA). This position provides budget analysis and support for F&A staff. Additionally, the Budget Manager is responsible to inform staff and administration of items affecting the Business office/function and to manage the day-to-day financial operations of the Budget Office. This position performs varied budget/accounting duties. The Budget Manager is required to maintain strict confidentiality and to have the ability to make independent judgements and procedural decisions
This position is an on-site position.
This position supervises student and casual labor employees.
The Vice President (VPFA) assigns work in terms of general instruction. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
Responsibilities
• Is responsible to understand, support, and carry out the college's mission, vision, and values and comply with mandates and regulations of government and accrediting bodies.
• Manages and monitors the reconciliation of general ledger accounts, financial affairs, funding sources, personnel funding, departmental expenditures, and reimbursements; and, approves expenditures based on available funding
• Approves all college petty cash transactions from a budgetary perspective
• Creates and keys budget journals
• Assists with the planning, monitoring and management of financial operations and ensuring compliance and alignment with mission, values, goals, objectives and local, state, and federal laws and regulations
• Reviews budget reports, assists with the management of financial operations and implements and allocates resources following budget approval
• Reviews monthly budget reports in conjunction with revenue fluctuations, tracks revenue, research potential revenue generation opportunities
• Serves as a back-up for Business Office operations during high volume times
• Serves as a liaison within the College and with consumers, outside agencies, contractors and vendors to respond to inquiries and provide information on available resources and services
• Analyzes actual expenses; maintains systems related to budgetary control; prepares management reports, budget amendments, and financial analysis
• Attends monthly administrative meetings; records and transcribes minutes; posts and files minutes
• Creates and maintains new and existing position data in USG HRIS and provides position numbers and job codes to Human Resources for recruitment of approved positions.
• Oversees the Resource Committee and serves other college committees
• Serves as a backup to auxiliary units for bookstore and coffee shop operations.
• Handles special projects and provides administrative support for the VP of Finance and Administration
• Performs other duties as assigned
Required Qualifications
UM QUALIFICATIONS
• Knowledge and level of competency commonly associated with the completion of a Bachelor's degree in a course of study related to the occupational field.
• Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for two (2) to four (4) years
• Possession of or ability to readily obtain a valid driver's license for the type of vehicle or equipment operated
• Driving to other campuses will be required
Proposed Salary
This is a full time, fully benefitted position with State benefits.
Annual salary $60,000.00
