    Job Summary

     

    This position is responsible for managing the procurement of goods and services for Georgia Highland College (GHC) to include the purchasing process, shipping and receiving, fleet management, and risk management operations for the college. The position manages each part of the supply chain to ensure consistent delivery of goods and services while identifying possible obstacles. The manager ensures the over $10 million annual procurement spend is performed in strict accordance with all Federal, State, Board of Regents, and GHC policies, rules, regulations and sound business practices. Additionally, the position pursues strategies which provide the opportunity to generate and redirect savings through the coordination of the institution procurement activities relevant to standards, aggregation of purchasing power and negotiation of contract terms.

     

    This is an on-site position at our Floyd Campus

     

    Responsibilities

     

    • is responsible to understand, support, and carry out the college's mission, vision, and values and comply with mandates and regulations of government and accrediting bodies.'

     

    • Evaluates spending operations while seeking improvements and enhancements to quality of materials and services purchased and the timeliness of deliveries

     

    • Develops and implements sound, cost-effective sourcing strategies for the purchasing of materials and services

     

    • Communicates with management regularly regarding the efficient flow of goods and services affecting the college

     

    • Conducts cost analyses and sets benchmarks for improvement

     

    • Develops risk management procedures to mitigate losses

     

    • Manages monitoring and reporting of risks including identifying and mitigating potential risks in the supply chain and automobile liability and property, personal injury, and workers compensation claims

     

    • Supervises the procurement team and delegates tasks

     

    • Controls the procurement budget and seeks cost savings'

     

    • Negotiates and manages contracts with suppliers to secure favorable terms and conditions, for all supplies and services'

     

    • Works closely with the USG legal department to ensure contracts and terms are favorable

     

    • Manages and develops vendor/supplier relationships, negotiates contracts, and develops sourcing strategies that align with business goals.

     

    • Completes bid packages and manages the bid process

     

    • Communicates with vendors/suppliers regarding bids, quotes and purchases

     

    • Processes purchasing requisitions and purchases orders

     

    • Maintains vendor/supplier documentation/files

     

    • Monitors key metrics and reports on procurement performance

     

    • Communicates with departmental staff on all campuses regarding purchases and accounts payable

     

    • Directs asset inventory management and surplus property activities

     

    • Manages purchasing card (P-card) distribution and accounting

     

    • Monitors the college vehicle pool; reserves vehicles; manages the maintenance of all vehicles; manages fleet fuel credit cards

     

    • Conducts training for process/procedures in purchasing, fleet management, and risk management

     

    • Performs other duties as assigned.'

     

    Required Qualifications

     

    • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field

     

    • Purchasing experience three (3) years to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems

     

    • Required to hold or obtain within twelve (12) months of hire:

     

    Georgia Certified Purchasing Associate (GCPA)

     

    Georgia Certified Purchasing Manager (GCPM)

     

    Georgia Certified Purchasing Card Administrator (GCPCA)

     

    Request for Proposals (RFP)

     

    • Possession of or ability to readily obtain a valid driver's license for the type of vehicle or equipment operated

     

    • Credit history check is required.

     

    Preferred Qualifications

     

    Preferred Experience

     

    • USG Procurement experience

     

    • State of Georgia Procurement experience

     

    • Purchasing experience ' five (5) years

     

    Proposed Salary

     

    The salary for this position is $71,452.00/annually

     

    This is a full time, fully benefitted position

     

    This is a Position of Trust and driving for the College is required. This position will also have access to budget and Confidential Information.

     

    The Vice President for Finance and Administration assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

     

    This position has direct supervision of Risk Management and Shipping and Receiving staff.
