Job Summary
The Procurement and Risk Specialist will oversee the organization's comprehensive insurance and risk management program to assess and identify risks that could impede the reputation, safety, security, or financial success of the organization. This position will assist in the procurement of over $10 million in purchases annually, ensuring all the activities related to the procurement of goods and services are performed in strict accordance with all Federal, State, Board of Regents, and GHC policies, rules, regulations and sound business practices.
This position is at our Cartersville Campus.
Responsibilities
• Is responsible to understand, support and carry out the college's mission, vision, and values and comply with mandates and regulations of government and accrediting bodies.
• Conducts risk assessments, collects and analyzes documentation, statistics, reports, and market trends.
• Establishes policies and procedures to identify and address risks in the organizations services and departments.
• Reviews and assesses risk management policies and protocols; makes recommendations and implements modifications and improvements.
• Manages the monitoring and reporting of risks, including automobile liability and property, personal injury, and workers compensation claims
• Recommends and implements risk management solutions such as insurance, safety and security policies, business continuity plans, or recovery measures.
• Reviews and analyzes metrics and data such as cash flow, inventory, breakage, and employee activity that could uncover fraudulent behavior.
• Drafts risk reports and proposals in accordance with BOR and DOAS policies and procedures
• Conducts and maintains the institution's inventory for all locations
• Responsible for the asset management and surplus property processes
• Serves as the back-up point of contact for all purchasing-related activities, including providing advice and recommendations on contract development, purchasing policies, procedures and administrative issues, serving as the liaison between the college and the Board of Regents, Department of Administrative Services, state officials, and all college suppliers
• Ensures all purchasing-related activities are consistent with the Board of Regents, College, State and/or Federal law, rules, regulations, and sound business practices
• Serves as a procurement buyer for institutional purchases including the institutional procurement card
• Responsible for the asset management and surplus property processes
• Maintains internal procedures manual for procurement
• Assists with the vendor maintenance of the college
• Communicates with departmental staff on all campuses regarding purchases and risk management
• Conducts training in purchasing and risk management procedures
• Performs other related duties as assigned.
Required Qualifications
• Knowledge and level of competency commonly associated with the completion of a bachelor's degree in a course of study related to the occupational field
• Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years of experience or service
• Possession of or ability to readily obtain a valid driver's license for the type of vehicle or equipment operated.
Proposed Salary
This is a Full Time, fully benefitted position
The annual salary is $52,118.00
This is an on-site position at our Floyd Campus

The Assistant Vice President for Finance and Administration assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
This position has no direct supervision for positions within the department.
